A special session of parliament in the capital, Pristina, has declared Kosovo's formal independence to noisy celebrations. The state's Albanian majority has the backing of major Western powers. But in Belgrade, the Serbian President Boris Tadic has said that Serbia will never recognize Kosovo as an independent state. He says Serbia will use all peaceful, diplomatic and legal means to annul the declaration. Russia has also condemned the declaration and called for immediate consultations at the United Nations Security Council. Kosovo has been under United Nations and NATO control since NATO bombing ended a Serbian crackdown on separatist ethnic Albanians in 1999.

Slovenia becomes (2008/1/01) the first of the ten new East European members of the European Union to take over the club's six-monthly rotating presidency, and one of its hardest tasks will be to co-ordinate the EU's response to Kosovo's likely declaration of independence from Serbia. Kosovo's legislators are sworn in at the first session of a new parliament that is expected to declare independence from Serbia.
A 10 December 2007 deadline for a United Nations report on Kosovo's future came and went without incident. Kosovo is still expected to declare unilateral independence from Serbia early next year.

The moderate pro-Western candidate, Boris Tadic, was re-elected as Serbia's president in a run-off election on Sunday (2/03). But an agreement on trade and visas offered by the European Union was shelved after the Serbian prime minister, Vojislav Kostunica, denounced it on the ground that the EU is preparing to recognise an independent Kosovo. Crowds waving Serbian and EU flags celebrated in Belgrade's central square after the pro-European President beat off a tough challenge from an ultranationalist rival to keep the troubled Balkan country facing West rather than turning toward Moscow. Boris Tadic, president since 2004, benefited from a high turnout of 67% after a campaign that highlighted deep divisions in Serbia and was overshadowed by the impending declaration of independence from the province of Kosovo.

Tomislav Nikolic, a pro-Russian nationalist got some 39% of votes in the first round. His opponent, Boris Tadic, the current president, came second with 35%. Serbia's prime minister Vojislav Kostunica said Thursday (2008/1/03) that if the European Union chooses to support an independent Kosovo, it cannot also establish closer ties with Serbia. He said in a statement that "one excludes the other," and warned that any E.U. decision to send a mission to Kosovo without Serbia's consent would jeopardize the bloc's ties with the Balkan nation. "We have come to the point when the E.U. has to decide whether it wants a whole and internationally recognized Serbia as its partner, or wants to create a quasi-state on Serbia's territory," Kostunica said.

Decision Day in Montenegro
The 2006/5/21 vote is the final step splitting up the six countries that were combined into Yugoslavia.

THE NEWS: Montenegro voted this weekend by a slim margin to secede from Serbia and form a separate nation, taking the final step to break up what was once Yugoslavia. The vote pitted those wanting to stay in a joint state -- the last remaining shred of the six-state federation -- against those preferring independence, and fear of violence ran high.
THE BACK STORY: A monarchy until World War I, by the end of World War II Montenegro was formally a part of the communist-ruled Yugoslav federation, cobbled together from six once-independent countries. In 1989, strongman Slobodan Milosevic of neighboring Serbia overthrew Montenegro's local government, installing a regime that supported his religious and ethnically motivated wars against Croatia and Bosnia. But as the federation dissolved, in 1999 Montenegro Prime Minister Milo Djukanovic tacitly backed the U.S.-led NATO war against Milosevic and in 2002 the state agreed to remain in a loose union with Serbia, in a deal brokered by the EU in hopes of stabilizing the region.
WHAT'S NEXT: With all ballots counted, 55.5% of voters approved the breakup, just over the 55% threshold required under EU rules. Observers said the vote was free of fraud. In Belgrade, the Serbian capital, officials urged calm; ethnic Serbs make up 30% of Montenegro's population and many strongly oppose separation. Serbia has said it will respect the decision. Fears of violence are real: In 1992, Bosnia's civil war started after minority Serbs protested the state's independence vote.
